All About Chief Minister’s Comprehensive Insurance Scheme

The Chief Minister’s Comprehensive Health Insurance Scheme (CMCHIS), also known as Amma Health Insurance, provides medical insurance benefits to those belonging to the economically weaker sections of society (underprivileged families) in the Indian state of Tamil Nadu. A cover of Rs. 1,00,000 is provided for 4 years.

The scheme was launched on the 23rd of July, 2009 as kalaingar Kaapittu Thittam. It provides cashless treatment at a network hospital for medical emergencies. Follow-up treatments, hospitalization expenses and diagnostic procedures are also covered under the scheme. Post-enrolment, the eligible individuals are given an e-card.

Features/Benefits of the Scheme

  • The scheme from January 2022 to 2027 is now implemented through United India Insurance Company.
  • About 1.37 crore families are covered under the scheme (January 2022).
  • The CMCHIS covers 1090 procedures, 52 diagnostic procedures and 8 follow-up procedures in 800 government and 900 private empanelled hospitals.
  • The maximum limit under this policy is Rs. 5 lakhs. Dental treatments are also covered.
  • The sum insured amount offered against the scheme is applicable on a family floater basis.
  • Reimbursement benefits are not included, but the scheme is valid for orphans registered under it, migrants from other states and Sri Lankan refugees also registered under it without any income limit.
  • Health camps are also organized across districts at least once every month.

Eligibility Criteria

  • Residents of Tamil Nadu with family income less than Rs. 1,20,000/year are eligible for the scheme. It is sufficient to provide an Aadhar card, family card and income certificate by the (village administrative officer) VAO/Revenue Authorities in addition to the self-declaration of the concerned family’s head.
  • The policy covers the beneficiary’s family members which includes the eligible person’s legal spouse, children and dependent parents.
  • The children are covered under the policy until they become 25 years of age, get employed or married, whichever comes first.

Those not covered under the scheme include those with above Rs. 72,000 annual income, members not listed in the ration card, non-Sri Lankan refugees without citizenship proof, migrants from other states without migration certificates, and rescued girl children and orphans not associated with any organization.  

Enrolment Under the Chief Minister’s Comprehensive Health Insurance Scheme

The procedure to enrol for the scheme is free of cost and is as follows:

  • Request from the Revenue authorities for an income certificate
  • Visit an enrolment centre with all your documents
  • Complete the process of verification
  • Now complete the eye scan and fingerprint scan; a photo of the applicant is taken
  • Post-verification, you will receive an e-card

When applying:

  • A self-declaration from the head of the family
  • Income certificate
  • Ration card

During the process of enrolment:

  • PAN card
  • Aadhar card
  • Address proof
  • Identity proof

Downloading the CMCHIS Enrolment Form: Procedure

  • Visit https://www.cmchistn.com/index.php
  • Go to the Enrolment tab and click on Enrolment Form
  • Finally, you will be able to download the form

Linking Aadhar and URN: Procedure

  • Visit https://www.cmchistn.com/index.php
  • Click on ‘Link Aadhaar to URN’ and then enter the URN
  • Select the relevant option, click on ‘Enrol Now’ and choose the family member
  • Enter your mobile number and Aadhaar number and select ‘Submit’
  • Enter the OTP received on your registered mobile number to complete the process
